Considering the fact that the cop made the first and only physical contact, which would be treated as assault were the roles reversed, I would say, "Yes, sue those who trampled your rights in civil court." On the other hand, what are the laws like in Washington D.C.? Remember, like Vatican City and the inner City of London, D.C. is technically its own little nation. Hmmm, or more like corporate headquarters. Maybe we are simply trespassing on the corporations private land and have no rights there. The Jefferson Memorial may simply be part of their lobby. Maybe he can't sue, because by simply entering their domain you agree to their rules. There is probably an end user agreement type of thing that people are given before entry, don't read and just do the equivalent of clicking

I know, we'll use blockades and embargoes on Washington D.C. just like any other dangerous nation that threatens world safety and stability until such time that they stop acting like Nazi's. Once they clean up their act, they can come and go again.
